“Prothom Alo”, a leading Bengali language newspaper in Bangladesh, published a report on Sunday under the headline of “We Are Keen to Use EVM in the Elections”. According to the report, the PM said: “ECNEC (Executive Committee of the National Economic Council) has approved the related scheme and we want to use EVMs during the elections.”
Does the PM conduct the national elections? Does she have the authority to take such decision like whether EVM would be put to use in the elections? The Election Commission of Bangladesh has not made any announcement on the use of EVM in the upcoming national elections as yet. But, the PM has already said that she is keen to use the controversial voting machines. The latest statement by the PM on the issue of the EVM has surprised me.
Because she heads a political party, the PM has the right to present her view about EVM to the Election Commission. Her party has already submitted this to the commission. Seven parties, including the ruling AL, submitted their views in support of the use of the EVM. Twelve others said they were against the use of the EVMs, while three others favoured the use of the machines on certain conditions. In other words, most parties stood against the use of EVMs in the elections.
Interestingly, even some commissioners of the Election Commission do not support the idea of using EVMs in the elections. A month ago, the PM said: “It will not be wise to hurriedly decide in favour of the use of the EVMs (in elections).” In a period of less than a month, she has changed her view in this issue. This is strange.
In Bangladesh, mass rigging in elections has been a common feature. If traditional ballot boxes are used and then rigging takes place, it’s most often difficult to hide the evidences of snatching ballots and capturing voting booths etc.. In the case of voting by EVMs it’s often very difficult to gather evidence of manipulation, if there is any. We have heard many stories of manipulation of the EVMs in the countries where the machines were used in the elections.
In the Indian Parliament one Aam Aadmi Party leader presented evidence of how EVMs had been manipulated in the elections in the country. EVMs are known for use in electronic rigging. Yet, the ruling party is gunning for the use of EVMs in our country.
We want to cast our votes safely and are against all types of manipulations in the elections. We want to be sure that no voter in the country is cheated in the elections. Muscle power, money or administrative machinery should no way be used to manipulate the election results and cheat the citizens of the country.
Let’s all stand together and resist the use of the EVMs in the forthcoming national elections. Our successful fight can help the election process remain clean and fair in the interest of the nation.

৩০ সেপ্টেম্বর রোববারের প্রথম আলোতে দ্বিতীয় পাতায় একটা সংবাদ এসেছে যার শিরোনাম, “নির্বাচনে ইভিএম ব্যবহার করতে চাইঃ প্রধানমন্ত্রী”। তিনি বলেছেন, “একনেক ইভিএম প্রকল্প অনুমোদন করেছে এবং আমরা তা ব্যবহার করতে চাই।”
নির্বাচন পরিচালনা কি প্রধানমন্ত্রী করেন? তিনি কি নির্বাচন সংক্রান্ত সিদ্ধান্ত নিতে পারেন বা ঘোষনা করতে পারেন? নির্বাচন কমিশন এখনো পর্যন্ত ইভিএম ব্যবহার সংক্রান্ত কোন সিদ্ধান্ত ঘোষণা করেনি কিন্তু তার আগেই প্রধানমন্ত্রীর ইভিএম ব্যবহার সংক্রান্ত সিদ্ধান্তমুলক ঘোষনায় আমি বিস্মিত।
প্রধানমন্ত্রী একটি দলের প্রধান হিসেবে নির্বাচন কমিশনের কাছে ইভিএম ব্যবহারের বিষয়ে মতামত দিতে পারেন। সেই মতামত নির্বাচন কমিশনে তার দল দিয়েছেও। নির্বাচন কমিশনের সাথে ইভিএম ব্যবহার সংক্রান্ত আলোচনায় আওয়ামী লীগ সহ সাতটি দল ইভিএম ব্যবহারের পক্ষে মত দেয়, বারোটি দল ইভিএম ব্যবহারের বিরুদ্ধে মত দেয় এবং তিনটি দল শর্ত সাপেক্ষে ইভিএম ব্যবহারের পক্ষে মত দেয়। এই হিসাব বিবেচনায় আনলে, দেখা যায়, সংখ্যাগরিষ্ট রাজনৈতিক দলই ইভিএম ব্যবহারের পক্ষে নয়।
এমনকি নির্বাচন কমিশনের কমিশনারাও সকলে ইভিএম ব্যবহারের জন্য সর্বসম্মত নন, তাদের নিজেদের মধ্যেও দ্বিমত আছে। প্রধানমন্ত্রী নিজেই মাত্র এক মাস আগেই ২ সেপ্টেম্বর বলেছিলেন, “তাড়াহুড়ো করে ইভিএম চাপিয়ে দেয়া ঠিক হবেনা”। অথচ একমাসের কম সময়ের মধ্যেই তিনি তার সেই অবস্থান থেকে সরে আসলেন।
বাংলাদেশে ভোট কারচুপি একটা সাধারন ঘটনায় পরিণত হয়েছে। তবুও কেন্দ্র দখল করে ব্যালট বাক্সে সিল দেয়া ব্যালট পেপার ঢুকানোর অনেক প্রত্যক্ষ এভিডেন্স থাকে যা দিয়ে সেই ফলাফলের বৈধতা চ্যালেঞ্জ করা যায়। অথচ ইভিএমে কেউই এই কারচুপি ধরতে পারবেনা এবং ইভিএমে ভোট কারচুপির ব্যাপক অভিযোগ আছে।
আমাদের প্রতিবেশী দেশ ভারতেই ইভিএমে ভোট কারচুপির প্রমাণ তাদের সংসদে দাখিল করেছেন আম আদমী পার্টির এক নেতা। কারচুপির জন্য ব্যাপকভাবে নিন্দিত ইভিএমে আমাদের শাসক দলের ব্যাপক আগ্রহে আমরা শংকিত। আমরা নিরাপদে, সুষ্ঠুভাবে ভোট দিতে চাই। আমরা নিশ্চিত হতে চাই ভোটারদের সার্বভৌম ইচ্ছা ফলাফলে প্রকাশিত হোক। পেশীশক্তি, অর্থ, প্রসাশনিক প্রভাব আর অপরিক্ষিত ডিজিটাল ইভিএম দিয়ে গণরায় যেন উল্টে দেয়ার চেষ্টা না করা হয়, এই সাধারণ নাগরিক প্রত্যাশাকে আসুন সামনের নির্বাচনে ইভিএম ব্যবহারের বিরুদ্ধে নাগরিক হিসেবে ভোটার হিসেবে মত দিয়ে আমরা সবাই মিলে রক্ষা করি।
