In recent past we heard the heart-rending groaning of a man just after he was shot on the chest in a so-called crossfire and before he breathed his last. Now, we have seen the video clips of some men in plain clothes trying to break into the house of Major (Retd) Mizanur Rahman. They introduced themselves as men from DB of police. Later, police in uniform appeared at the scene and broke the door, before picking up the retired army officer. In recent years, many people in Bangladesh became victims of enforced disappearance after being abducted in the same style.
However, luckily, in the latest case of Major Mizan we have seen some video clips. They arrested Maj Rahman while they did not carry any arrest warrant with them. Arrest of someone in the absence of any warrant is illegal and cannot take place in a civilised society.
There are many instances of courts issuing orders that police cannot arrest anyone without any arrest warrant in any case. But, the fact is, no law enforcement agency is following this rule. They arrest people in the middle of the night without arrest warrant simply to evade accountability in the cases. We know, that people who are abducted this way are detained in secret jails or dungeons.
Many outside in Bangladesh do not know that people in Bangladesh are disappearing this way. Such acts by the law enforcement agencies are illegal and amount to serious levels of human rights violation.
I call out the people with conscience across the world to stand against the culture of illegal detention and enforced disappearance in Bangladesh.
আমরা এর আগে বন্দুকযুদ্ধের নামে আটককৃত হতভাগ্যের বুকে গুলি করে মেরে ফেলার আর মৃত্যুপথযাত্রীর শেষ আর্ত চিৎকার শুনেছি। এবার আমরা গভীর রাতে ডিবি পুলিশের তুলে নিয়ে যাওয়ার ভিডিও দেখলাম। কিছু সাদা পোষাকের মানুষ গভীর রাতে অবসরপ্রাপ্ত মেজর মিজানুর রহমানের বাসায় ঢূকতে চাইছে; তারা নিজেদেরকে ডিবি পুলিশের লোক বলে পরিচয় দিয়েছে। এরপরে ইউনিফর্ম পরিহিত পুলিশেরা আসে এবং তারা দরজা ভেঙ্গে মেজর অবসরপ্রাপ্ত মিজানুর রহমানকে গ্রেফতার করে নিয়ে যায়।
বাংলাদেশে অগুনিত মানুষ ঠিক একই পদ্ধতিতে এইভাবেই গুম হয়েছে। মেজর মিজানের ভাগ্য ভালো তাকে তুলে নিয়ে যাওয়ার ভিডিও পাওয়া গেছে। মেজর মিজানকে যারা তুলে নিতে গিয়েছিল তাদের কাছে গ্রেফতারের জন্য কোন ওয়ারেন্ট ছিলনা। ওয়ারেন্ট ছাড়া গ্রেফতার একটি বেআইনি, অসভ্য এবং বর্বর প্রথা। এমনকি আদালতকেও আলাদাভাবে নির্দেশনা দিতে হয়েছে ওয়ারেন্ট ছাড়া গ্রেফতার করা যাবেনা। কিন্তু কার্যত কোন বাহিনীই আদালতের এই নির্দেশনা মানছে না। এভাবে রাতের আধারে ওয়ারেন্ট ছাড়া তুলে নিয়ে গেলে পরে সমস্ত দায় দায়িত্ব অস্বীকার করায় সুবিধা হয়।
আমরা এটাও জেনেছি, সারা দেশে অনেক সিক্রেট জেল আছে যেখানে বেআইনি ভাবে অনেককেই আটক রাখা হয়। আজকের দুনিয়ায় এমন কিছুও ঘটে এটা অনেকের কাছেই অবিশ্বাস্য মনে হতে পারে। এই আটক বেআইনি, মানবাধিকার পরিপন্থী। গুম একটি ভয়ংকর মাত্রার মানবতাবিরোধী অপরাধ।
বাংলাদেশে চলমান বেআইনি আটক ও গুমের বিরুদ্ধে পৃথিবীর সকল বিবেকবান মানুষের সোচ্চার আওয়াজ কামনা করছি।
