The 67th session of the Committee Against Torture (CAT) of the United Nations Human Rights has begun in Geneva today.
CAT is a UN body of human rights experts that monitors implementation of the UN Convention against Torture in different countries. CAT is going to review the related human rights situation in Bangladesh for the first time in its history during this session.
Bangladesh government has sent a 28-member delegation to this session of CAT. The delegation will submit a report on the human rights situation in Bangladesh which will be reviewed by CAT.
It is very interesting to note that the delegation from Bangladesh comprises senior officials from Rapid Action Battalion (RAB) and Directorate General of Forces Intelligence (DGFI). RAB and DGFI are the country’s top security and intelligence agencies that have long been accused of serious level of human rights abuses like torture, enforced disappearances and extrajudicial killings.
International human rights organisations have submitted two independent reports on the human rights situation in Bangladesh to CAT.
The UN authorities should not let the Bangladeshi delegation inside the ongoing session because several of its members are human rights violators. The human rights experts of the UNHR and other associated organisations should take the report from the Bangladesh government with a pinch of salt. And, they should take into consideration what the other international human rights agencies have said in their independent reports.

আজ জেনিভায় শুরু হয়েছে জাতিসংঘ হিউম্যান রাইটস কমিশনের কমিটি এগেন্সট টর্চার বা ক্যাট-এর ৬৭ তম সেশন।
এখানে বাংলাদেশ সরকার থেকে ২৮ সদস্যের একটা প্রতিনিধিদল পাঠানো হয়েছে। এই মিটিং-এ এই প্রথম বাংলাদেশ সরকারের তরফ থেকে বাংলাদেশে মানবাধিকার পরিস্থিতির বর্তমান অবস্থা নিয়ে একটি রিপোর্ট পেশ করা হবে যেটি জাতিসংঘ হিউম্যান রাইটস কমিশন রিভিউ করবে।
অবাক বিষয় হচ্ছে, এই মিটিং-এ মানবাধিকার লংঘনের অভিযোগে অভিযুক্ত র্যাব এবং ডিজিএফআই-এর কর্তা ব্যক্তিরাও গেছে। এই দুই সংগঠনই বাংলাদেশে গুম, আইন বহির্ভূত হত্যা এবং নির্যাতনের মতো মানবাধিকার লঙ্ঘনের অগুণতি ঘটনার সাথে যুক্ত। এই মিটিং-এ আন্তর্জাতিক মানবাধিকার সংস্থাগুলোর পক্ষ থেকেও বাংলাদেশের মানবাধিকার পরিস্থিতির উপর দুইটি বিকল্প রিপোর্ট জমা দেয়া হয়েছে।
আমি আহবান জানাই, বাংলাদেশ সরকারের প্রতিনিধিদল, যেখানে মানবাধিকার লংঘনকারীরা আছে, সেই ব্যক্তিদের জাতিসংঘ যেন সভাস্থলে প্রবেশ করতে না দেয়। একই সাথে জাতিসংঘের সাথে সংশ্লিষ্ট সকলে বাংলাদেশ সরকারের রিপোর্টকে যেন সন্দেহের চোখে দেখে এবং মানবাধিকার সংস্থার বিকল্প রিপোর্টগুলি বিবেচনায় নেয়।
