Arundhati Roy was all set to deliver a talk at Krishibid Institute in Dhaka yesterday (Tuesday). But the permission to hold the talk at the pre-determined venue was withdrawn late on Monday.
Permission from the authorities is needed in Bangladesh even to host such talk by an internationally acclaimed author-activist and public intellectual. Police even attach a condition in such case that no “inciting” statement should be made at the programme. Who will decide what inciting statement is? Nobody knows if there is a benchmark on this set by the police.
In the past 10 years it has been difficult for many to get permissions from police to hold such public talks, meetings, rallies, processions etc. in Bangladesh. Previously such police permission was required in the case of large public programme on the street or in open ground.
These days, people cannot hold even in-house programme without permission from police. If any pro-opposition group seeks to conduct a programme at any place, immediately a pro-government group comes up with a plan to hold a programme at the same venue on the same day. Then, police deny permission for the programme to the pro-opposition group on the pretext of security-related issues. The government adopts all deceitful means to scuttle programmes of the pro-opposition groups.
Police are scanning if any book at Ekushe Boimela (book fair) has any provocative content. Police will monitor the speech of a public intellectual. They will also keep a watch on what people are writing in the social media. Police in Bangladesh are very smart or efficient. But, they could not stop poll rigging by the ruling party goons during the December 30 general election. Who will tell the police in Bangladesh that stuffing of the ballot boxes during the night before the polling and denying people of their voting rights are anti-national acts.

ঢাকায় অরুন্ধতী রায়ের পূর্ব-নির্ধারিত বক্তৃতার ভেন্যু ব্যবহারের অনুমতি কোন কারণ দর্শানো ছাড়াই মাত্র একদিন আগে বাতিল করেছে পুলিশ।
রাজনৈতিক সভা সমাবেশের কথা বাদই দিলাম। একজন আন্তর্জাতিকভাবে খ্যাতিসম্পন্ন বুদ্ধিজীবির বক্তৃতা অনুষ্ঠানের জন্যও বাংলাদেশে পুলিশের অনুমতি লাগে। আবার, পুলিশ অনুমতি দেয়ার সাথে শর্তও জুড়ে দেয় যে সেখানে কোন ‘উস্কানিমুলক’ বক্তব্য দেয়া যাবেনা। কোনটা উস্কানি আর কোনটা উস্কানি নয় এটা নির্ধারণের জন্য একটা পুলিশি মানদণ্ড নিশ্চয়ই আছে যদিও সেটা আর কেউ জানেনা।
সভা সমাবেশের জন্য এই পুলিশি অনুমতির বিষয়টা কড়াকড়ি ভাবে প্রয়োগ করা হচ্ছে গত দশ বছর ধরে। আগে খোলা মাঠে বা রাস্তায় রাজনৈতিক দল গুলোর সভা সমাবেশের জন্য অনুমতির বিষয়টা প্রয়োগ করা হলেও এখন সেটা ঘরোয়া অনুষ্ঠানের জন্যও কড়াকড়িভাবে প্রয়োগ করা হচ্ছে। সরকারবিরোধীরা কোথাও সভার অনুমতি চাইলে দেখা যায় একই ভেন্যুতে সরকারী দলের সাথে সম্পর্কযুক্ত কোন সংগঠন সভার অনুমতির আবেদন করে। তখন পুলিশ আইন শৃঙ্খলার অবনতির দোহাই দিয়ে ভেন্যুর অনুমতি বাতিল করে দেয়। সরকারি দলের এই ধূর্ততার তুলনা নাই।
পুলিশ একুশের বইমেলায় কোন বইয়ে উস্কানিমুলক লেখা আছে সেটা যাচাই বাছাই করে দেখে, পুলিশ কোথায় একজন বুদ্ধিজীবি স্পিচ দেবে নাকি দেবেনা সেটাও ঠিক করে, অনলাইনে কে কী লিখছে সেটা পুলিশ নজরদারি করে।
বাংলাদেশের পুলিশ খুবই করিতকর্মা। শুধু চোখের সামনে ৩০শে ডিসেম্বরের জাতীয় নির্বাচনে ভোটের ময়দানকে বিরোধীশূন্য করে কীভাবে ভোট জালিয়াতি হলো, সেটাই শুধু বুঝতে পারলোনা। আগের রাতে ভোটের বাক্স ভরা আর নাগরিককে ভোটের অধিকার থেকে বঞ্চিত করা যে সবচেয়ে বড় রাষ্ট্রবিরোধী কাজ এটা বাংলাদেশের পুলিশকে কে বুঝাবে?
