In recent months, around 80,000 cases have been filed against 2 million BNP leaders and workers by the authorities in Bangladesh. Veteran social scientist Emajuddin Ahamed has noted this. This is indeed a shocking figure. We do not know if in any other country such a huge number of political leaders and workers have ever faced legal cases this way. It has been alleged that cases have been framed following the list of the BNP committee. The allegation is: first the cases are filed against unknown people and later names of the BNP leaders and workers are inserted.
There are instance of cases against the BNP men in which the related crimes had never taken places. Subversive cases have been filed against people who were found to be abroad or not even alive when the crimes reportedly took place. In one case earlier this month, it has been alleged, after lightning struck, police registered it as a bomb attack and filed four cases against over 150 BNP leaders and activists.
The figure Mr Ahamed presented is related only to the BNP. There are other numerous near-identical cases filed against Jamayet and Hefajat. Nobody knows how many thousand cases have been filed against the opposition leaders and workers in recent months. There are also few hundred other opposition leaders and activists who became victims of enforced disappearance and extrajudicial killing.
Oikyafront, the new opposition alliance in the country, recently demanded the authorities refrain from arresting any opposition leader or worker ahead of the national elections. Yet, from the October 24 Oikyafront rally in Sylhet around 20 opposition leaders and workers were arrested.
After Oikyafront made the first plan to hold a rally on October 23 in Sylhet, Awami League (AL) announced that it would organise a “Campaign for the Boat” in the same city that day. Boat is the election symbol of AL. Later, when Oikyafront decided to hold the Sylhet rally on October 24, police refused to issue the permission. Oikyafront got the permission to hold the October 24 rally, after the alliance filed a writ petition to the High Court. Strangely, AL announced again that on October 24 it would hold a programme to distribute leaflets highlighting the “development work done by the government”. Interestingly, later we never got the news of AL’s October 23 “Campaign for the Boat” programme. Ahead of the October 24 Oikyafront rally AL said: “We will keep a watch on the Oikyafront rally in Sylhet. If they try to spread any inciting information and create chaos, we will remain ready to tackle the situation.”
Will AL continue this mission to tackle Oikyafront in this style if it tries to “spread inciting information and create chaos”?
Who has taken the way to incite others- Oikyafront or AL? Does the culture of democratic politics go on this way? Can we still believe that the elections will be held in free and fair style if the AL-led government remains in power?

আওয়ামী লীগ সরকারের অধীনে কি অবাধ ও সুষ্ঠু নির্বাচন সম্ভব?
আশি হাজার মামলায় বিএনপির বিশ লাখ নেতা ও কর্মী আসামী। এই কথা বলেছেন প্রবীন রাষ্ট্র বিজ্ঞানী অধ্যাপক এমাজউদ্দীন আহমেদ। সংখ্যাটি বিস্ময়কর। পৃথিবীতে এতো ব্যাপক সংখ্যক রাজনৈতিক নেতা কর্মীদের বিরুদ্ধে মামলা হওয়ার কোন নজির আছে কিনা জানা নেই। অভিযোগ আছে বিএনপির কমিটির তালিকা ধরে ধরে মামলা দেয়া হয়। প্রথমে অজ্ঞাতনামাদের নামে মামলা করে পরে বিএনপির নেতা কর্মীদের নাম সেখানে অন্তর্ভুক্ত করা হয়। এমন গায়েবী মামলা হয়েছে যেখানে কথিত অপরাধ সংগঠিতই হয়নি বলে জানা গেছে। এমনকি অনেক আগে মৃত এবং অপরাধ সংগঠনের সময়ে বিদেশে ছিলেন এমন অনেকের নামেই নাশকতার মামলা দেয়ার ঘটনা জানা গেছে। এমনকি বজ্রপাতের শব্দকে বোমা বিস্ফোরণের শব্দ বলে দাবী করে পুলিশ বিএনপির কর্মীদের বিরুদ্ধে মামলা দিয়েছে বলে অভিযোগ উঠেছে।
এটা শুধু বিএনপির মামলার হিসাব। এর বাইরে জামায়াত ও হেফাজতের নামেও অসংখ্য মামলা আছে। সব মিলিয়ে বিরোধী নেতা কর্মিদের নামে কত মামলা আছে সেটা সম্ভবত কেউই জানেনা।
মামলার বাইরেও আছে বিরোধী নেতা কর্মিদের গুম এবং বিচারবহির্ভুত হত্যার সংখ্যা।
ঐক্য ফ্রন্ট দাবী জানাতে বাধ্য হয়েছে নির্বাচনের আগে নতুনভাবে যেন কাউকে গ্রেপ্তার না করা হয়। তবুও গত ২৪ তারিখ সিলেটে জনসভার আগে এবং পরে প্রায় বিশজন নেতা কর্মীকে গ্রেপ্তার করা হয়েছে।
ঐক্য ফ্রন্ট প্রথমে ২৩ তারিখ সিলেটে সমাবেশের ঘোষনা দেয়ার সাথে সাথেই সিলেটে আওয়ামী লীগ “নৌকার পক্ষে প্রচারণা” নামে এক কর্মসুচী ঘোষনা করে। এর পরে ২৪ তারিখ আবার সমাবেশের তারিখ দেয়ার পরে পুলিশ ঐক্য ফ্রন্টের আবেদন প্রত্যাখ্যান করে। হাইকোর্টে রিট করার পরে ঐক্য ফ্রন্ট সমাবেশের অনুমতি পায়। কিন্তু অদ্ভুতভাবে আবার আওয়ামী লীগ “সরকারের উন্নয়ন প্রচারপত্র বিলি” নামের আরেক নতুন কর্মসূচী ওই ২৪ তারিখেই ঘোষনা করে। এটা কৌতুহল উদ্দিপক ২৩ তারিখ তাদের আগে ঘোষিত “নৌকার পক্ষে প্রচারনা” কর্মসুচিটি পালিত হয়েছে বলে কোন সংবাদ পত্রিকাতে প্রকাশিত হতে দেখা যায়নি। সিলেট আওয়ামী লীগ তাদের কর্মসূচি সম্পর্কে বলেছে, “ঐক্য ফ্রন্টের সমাবেশেও আমাদের নজর থাকবে। তারা কোনো ধরনের উসকানিমূলক তথ্য ও বিশৃঙ্খল পরিবেশ সৃষ্টির চেষ্টা করলে তা প্রতিহত করার জন্য আমরা প্রস্তুত আছি ”
ঐক্য ফ্রন্ট যেদিনই যেখানে কর্মসূচী দিবে সেখানেই কি আওয়ামী লীগ তাদের ভাষায় “উস্কানিমুলক তথ্য ও বিশৃংখল পরিবেশ সৃস্টির চেস্টা” প্রতিহত করার মিশনে থাকবে?
উস্কানি দেয়ার চেস্টা আসলে কারা করছে? এভাবে গণতান্ত্রিক রাজনীতির চর্চা চলে? তবুও কি আমাদের বিশ্বাস করতে হবে যে আওয়ামী লীগ শাসিত সরকারের অধীনে একটি অবাধ ও সুষ্ঠু নির্বাচন হবে?
