Liabilities of the illegally elected government in the case of Banani fire accident:
Yesterday following my Facebook post on the Banani fire case, many pro-government people abused me and said that it was an accident and the government was in no way liable to it.
To build any building over 10 stories high in Dhaka you have to take permission from RAJUK (Capital Development Authorities) and 12 other authorities. Fire Services is one of those 12 authorities. Fire Services authorities will check through the plan and scrutinise before issuing the certificate if the building is sufficiently protected from the risks of fire. The building will get gas, electricity and sewerage connections only after it receives clearance certificates from all 13 departments.
That building in Banani was not built following the standard rules. In 2007, RAJUK got to know of the irregularities in the case of its construction. Why did RAJUK not take any action as soon as they knew of the irregularities? Will this not be counted as a fault on the part of RAJUK? Now the fire services people are saying the building did not have fire escape routes. Why did the fire services authority issue the clearance certificate to the building if it did not have the fire escape routes or they were dysfunctional? It is evident that these government agencies were not performing their duties well. We have good reason to blame the government for this fire disaster.
The government does not bother to take any action against the agencies because it knows that nobody will demand accountability from it and it does not need people’s votes any more. The ruling party bashes up its political opponents and does not allow the opposition supporters to cast their votes. When a party knows that it can form a government without the support of vote, it will not bother to care for the citizens. They have no reason to worry if you say that you would not vote them next time. They know that they can take to power without your vote. So, they do not bother to care for you.
We can indeed blame the rigged election and this government for the death of the people in the fire case of Banani.

বনানী আগুনে রাতের ভোটের সরকারের দায়ঃ
গতকালকের লেখায় অনেক সরকার সমর্থক গালাগালি সহযোগে বলার চেষ্টা করেছেন আগুন লাগা একটা দুর্ঘটনা, এখানে সরকারের দায় কোথায়?
ঢাকা শহরে ১০ তলার উপরে কোন ভবন নির্মাণে রাজউক সহ ১৩ টা দপ্তর থেকে আলাদা করে অনুমোদন নিতে হয়। এর মধ্যে ফায়ার সার্ভিসও আছে। তাদের প্ল্যান দেখে মতামত দেয়ার কথা যে এই ভবনে অগ্নি ঝুঁকি থেকে পর্যাপ্ত সুরক্ষা আছে কিনা? ভবন নির্মাণের পর এই ১৩ টা দপ্তর আলাদাভাবে দাখিলকৃত নকশার সাথে মিলিয়ে দেখে যদি কিছু নকশামাফিক পায়, তবেই আইনত এই ভবনে বসবাসের জন্য ইউটিলিটি অর্থাৎ বিদ্যুত, গ্যাস, পানি সুয়ারেজের লাইন লাগে।
এই পদ্ধতি অনুসরন করলে কোন ভবনেই পর্যাপ্ত অগ্নি সুরক্ষা ছাড়া মানুষ বসবাস করতে পারার কথা নয়।
বনানির আগুন ধরা ভবনটি নকশা মেনে করা হয়নি। এবং এটা রাজউক ২০০৭ সালেই জানতে পারে। এই সংক্রান্ত ফাইল তাদের আছে। তবে কেন এই ভবনের বিরুদ্ধে ব্যবস্থা নেয়া হয়নি? এর দায় কার? এর দায় কি সরকারের নয়? আজকে যদি ফায়ার ব্রিগেড বলে এই ভবনে ফায়ার এস্কেপ নাই, এইটা দেখার কথা কার ছিলো? ফায়ার ব্রিগেডের নয় কি? তাহলে আমরা দেখতে পারছি সরকারি প্রতিষ্ঠানগুলো কেউই দায়িত্ব পালন করছেনা। এইটা দেখার দায় কার? সরকারের নয় কি? এই সরকার কখনো এই দায়িত্ব না পালনের জন্য কোন কর্তৃপক্ষের বিরুদ্ধে ব্যবস্থা নেয়নি।
এখন আসেন দেখি সরকার কেন দেখেনা? দেখেনা কারণ সরকারকে কাউকে জবাবদিহি করতে হয়না। সরকারকে ভোটের জন্য জনগণের কাছে যেতে হয়না। সে তো পিটিয়ে তার রাজনৈতিক প্রতিদ্বন্দীকে মাঠ ছাড়া করে, আর ভোটারদের ভোটকেন্দ্রে ঢুকতে দেয়না। ভোট ছাড়াই যে ক্ষমতা হাসিল করতে পারে তার তো জনতার ভালোমন্দ দেখার দরকার নেই। আমরা তো কেউই তাকে বলতে পারবোনা যে তোমাকে আমরা নেক্সট টাইম ভোট দেবনা।
এই মৃত্যুর দায় সর্বোতোভাবে প্রহসনের নির্বাচনের।
