Abdul Matin’s household has never been connected to power supply from the national grid which means he has never used regular electricity at his home. Yet, he has been sent to jail for “non-payment” of his electricity bill. Police arrested the day wage labourer from Mochagora village of Comilla and a court sent him to jail.
Since Matin has never used regular electricity no electricity bill should be generated for his household at all. Three different institutions were involved in this case before Matin was identified as a defaulter and sent to jail.
Laxman Pal, an officer of the local electricity office filed the case against Matin, claiming that he had not paid an electricity bill amounting four thousand and seven takas. Local police detained Matin after the case was filed against him. Then, a court in Comilla sent him to jail on Wednesday.
In this case of Matin, a senior electricity official, police and, most worryingly, the judiciary have been involved. It means, three separate institutions handled this case and none could detect this error that Matin had had no electricity connection at home at all.
We have good reasons to doubt if these state institutions are doing their jobs at all. It appears the system of checks and balances have somehow been subverted by some forces in Bangladesh. Some innocent citizens are being forced to suffer in this dysfunctional state. Who is going to be held accountable for this condition of the state?

উপজেলার যাত্রাপুর ইউনিয়নের মোচাগড়া গ্রামের এই ব্যক্তিকে থানা পুলিশ গ্রেপ্তার করে গত বুধবার আদালতের মাধ্যমে কুমিল্লা জেলহাজতে পাঠায়।
আব্দুল মতিন কস্মিনকালেও বিদ্যুত ব্যবহার করেননি, বিদ্যুতবিল বাকী থাকার কোন প্রশ্নই ওঠেনা। অথচ তিনটি ভিন্ন ভিন্ন প্রতিষ্ঠানের সংশ্লিষ্টতা থাকলেও দিনমজর আব্দুল মতিনকে জেলে যেতে হলো।
আব্দুল মতিনের বিরুদ্ধে মামলা করেছিলেন কুমিল্লা পল্লী বিদ্যুৎ সমিতি-১-এর চান্দিনা অফিসের এজিএম লক্ষ্মণ চন্দ্র পাল। তিনি দাবী করেছিলেন আব্দুল মতিনের বকেয়া বিল চার হাজার সাত টাকা। সেই মামলায় মুরাদনগর থানার উপপরিদর্শক (এসআই) কবির হোসেনের নেতৃত্বে একদল পুলিশ আবদুল মতিনকে আটক করে। এরপরে বুধবার কুমিল্লা আদালতের মাধ্যমে আব্দুল মতিনকে জেলহাজতে পাঠানো হয়।
এখানে পল্লী বিদ্যুত সমিতির উর্ধতন কর্মকর্তা জড়িত, পুলিশ জড়িত এবং সবচেয়ে আতংকজনক হচ্ছে আদালতও জড়িত। তার মানে তিনটা ভিন্ন প্রতিষ্ঠানের কোথাও এত বড় ভুলটা ধরা পড়লোনা।
পত্রিকায় সংবাদ ছাপা না হলে হতভাগ্য আব্দুল মতিনের কপালে কী ঘটতো জানিনা কিন্তু এই প্রশ্ন জাগাটা কি অসঙ্গত যে, রাষ্ট্রীয় প্রতিষ্ঠানগুলো চলছে কীভাবে? কোথাও কোন চেক এন্ড ব্যালান্স আছে কি? এই ডিসফাংশন্যাল রাষ্ট্রে নির্দোষ নিরপরাধ মানুষগুলোকে কেন কল্পিত অভিযোগে শাস্তি পেতে হবে? এই দায় তো কাউকে না কাউকে নিতে হবে।
