After the rice farmers suffered a loss of 6,000 takas (US$ 71) per bigha they are setting fire to their paddy fields before harvesting them, out of frustration. But, food minister Sadhan Chandra Majumdar said, some miscreants are inciting the farmers and setting aflame the paddy fields just to trouble the government.
Agriculture minister Abdur Rajjak said, “We have had a massive production of rice this time. That’s why its price has not gone up.” It may appear to many that the price of paddy has dropped because its supply exceeding the demand. But, that is not the case. During this Awami regime huge amount of money was siphoned off and stashed in accounts outside the country. Perhaps, the crisis with the low price of paddy is a manifestation of the stealing of the huge amount of public fund.
There is 25 to 30 lakh tons of surplus rice in Bangladesh now. Yet, 2 lakh tons of rice was imported in the past 10 months. We know that Bangladesh is in the process to import 3.80 lakh tons of rice in the coming weeks or months. The mystery behind the low price of paddy or rice lies in such imports.
In 2016, in a related report, Centre for Policy Dialogue (CPD) noted that in 2013-2015 Bangladesh had imported rice at the rate of US$ 800 to US$ 1,000 per ton. But, the price of rice was US$ 500 per ton in the international market then. The excess payment in the case was not actually remitted to any rice exporter in any foreign country, but secretly smuggled out of Bangladesh, the CPD report said.
Rice was imported to find way to siphon off public fund. That surplus rice in the market caused the drop in the price of the rice and paddy in Bangladesh. Rice, which is imported without its actual need, has to be released in the market at a very low price. This is exactly what happened in Bangladesh in this case, and the paddy farmers are unable to sell their paddy or rice in the market at a justified price.
People in Bangladesh will have to keep paying the price of such misrule and corruption this way now.

বাংলাদেশে কৃষকেরা ধানের বিঘাপ্রতি ৬ হাজার টাকা লোকসান দেয়ার ফলে হতাশায় ক্ষোভে পাকা ধানের ক্ষেত আগুন দিয়ে পুড়িয়ে দিচ্ছে। তবে খাদ্যমন্ত্রী সাধন চন্দ্র মজুমদার বলেছেন, সরকারকে বিপদে ফেলতে ও বিব্রত করতে একটি অশুভ চক্র কৃষকদের উসকানি দিয়ে ধানের জমিতে আগুন দিয়েছে ও দিচ্ছে।
কৃষিমন্ত্রী আব্দুর রাজ্জাক বলেছেন, “ধান এতই উৎপাদন হয়েছে কিছুতেই দাম বাড়ছে না”। সাদা চোখে মনে হতে পারে চাহিদার চাইতে যোগান বেশী হওয়াতে ধানের দাম কমেছে। কিন্তু আসল ঘটনা আরো ভয়ংকর। আওয়ামী শাসনে যে ভয়ানক লুটপাট হয়েছে এবং সেই টাকা যেভাবে দেশের বাইরে পাচার হয়েছে সম্ভবত সেটার ম্যানিফেস্টেশন এই ধানের লোকসান।
বাংলাদেশে ২৫-৩০ লাখ টন চাল উদ্বৃত্ত আছে অথচ এই সময়েই গত ১০ মাসে ২ লাখ টন চাল আমদানি হয়েছে। আমদানির অপেক্ষায় রয়েছে আরও ৩ লাখ ৮০ হাজার টন চাল। এই আমদানি করা চালের মধ্যেই লুকিয়ে আছে ধানের নায্যমুল্য না পাওয়ার রহস্য।
২০১৬ সালে গবেষণা সংস্থা সেন্টার ফর পলিসি ডায়ালগের (সিপিডি) ‘বাংলাদেশের পরিপ্রেক্ষিতে অবৈধ অর্থ পাচার’ শীর্ষক প্রতিবেদনে বলা হয়, ২০১৩-১৫ সালের মধ্যে বাংলাদেশে যত চাল বিদেশ থেকে আনা হয়েছে, তার আমদানি মূল্য ছিল টনপ্রতি ৮০০ থেকে ১ হাজার ডলার। অথচ এ সময়ে আন্তর্জাতিক বাজারে চালের গড় মূল্য ছিল টনপ্রতি প্রায় ৫০০ ডলার। ওই বাড়তি টাকা দেশ থেকে পাচার হয়েছে বলে সিপিডির প্রতিবেদনে বলা হয়।
দেশের বাইরে টাকা পাচার করার শয়তানি উদ্দেশ্যে যে চাল আমদানী হয়েছে সেই চালই বাজারে চাপ তৈরি করছে। কারণ দুর্নীতির টাকা পাচারের জন্য যে আমদানি সেই চাল তথাকথিত আমদানিকারক অল্প দামে বিক্রি করে দেবেই। অল্প দামের চাল বাজারে ইনফিউজ হওয়ার কারণেই বাজারের স্বাভাবিক ভারসাম্য নষ্ট হয়েছে।
দুঃশাসন আর দুর্নীতির মাসুল সারা দেশ নানাভাবেই দিচ্ছে, আরো দেবে।
