Benazir Ahmed heads Rapid Action Battalion or RAB, an elite paramilitary force in Bangladesh. These days Mr Ahmed issues statements on social issues, law, country, politics, diplomacy and a host of other topics. As he keeps on talking on many such topics we get good chances to know of his level of knowledge about different issues. Previously he used to irritate people with his statements. These days people often laugh at his statements.
On the issue of Kashmir recently he said that it was India’s internal issue. The matter was in no way related to Bangladesh and so none with a sane head in the country should make an issue out of it, he said. Action would be initiated against anyone who wants to “create any trouble” with the issue of Kashmir, the RAB chief added.
What is the mandate of the chief of such elite security force? Should he advise people on international diplomacy? Should he issue statement whether Kashmir is India’s internal issue or, part of India? Certainly, this should not be his mandate. He is even identifying people who have sane heads. This is strange, apart from being surprising.
RAB is known for murdering people in so-called crossfires or extrajudicial shootouts. Its members murder people in cold blood operating as judge, jury and executioner. The force is known as champions of human rights violations and its members should also be identified as sick and inhuman.
My question is why did the RAB chief issue the statement on the issue of Kashmir? Has he been assigned to act as a spokesperson on international diplomatic issues on behalf of the Bangladesh government? No, he has not been assigned to talk on such diplomatic issues. Yet, he chose to issue the statement on Kashmir in his effort to be in India’s good books.
India’s former President Pranab Mukherjee wrote in his autobiography that once he had lobbied Sheikh Hasina not to remove one former Bangladesh Army chief from power. Mr Mukherjee assured the army chief that he would speak to Bangladesh government to ensure that he was not removed from power.
Perhaps, by stating that Kashmir is India’s internal issue the RAB chief sought to keep India pleased in an apparent attempt to win more attractive rewards in his career.

র্যাব (RAB) মহাপরিচালক বেনজীর আহমেদ ইদানিং সমাজ, আইন, রাষ্ট্র, আন্তর্জাতিক সম্পর্ক, রাজনীতি, কুটনীতি ইত্যাদি বিষয় নিয়েও কথা বলছেন। অবশ্য এইসব নিয়ে কথা বলার ফলে, তার জ্ঞানের পরিধি সততই আমাদের কাছে উন্মোচিত হচ্ছে। আগে সবাই তার এই সব বচনে বিরক্ত হলেও ইদানিং দেখছি সবাই হাসাহাসি করছে।
কাশ্মীর সমস্যা নিয়ে সম্প্রতি তিনি বলেছেন, কাশ্মীর ভারতের অভ্যন্তরীণ সমস্যা। “এই সমস্যা যেহেতু আমাদের সাথে সম্পর্কিত নয় তাই এটা নিয়ে কোনো সুস্থ বুদ্ধি সম্পন্ন মানুষ বাংলাদেশে জলঘোলা করার কোনো কারণ দেখি না। যদি কেউ অন্য কোন উদ্দেশ্যে এই ইস্যুকে নিয়ে জলঘোলা করার চেষ্টা করলে তার বিরুদ্ধে আইনানুগ ব্যবস্থা নেয়া হবে,” তিনি বলেন।
র্যাব প্রধানের ম্যান্ডেট আসলে কী? আন্তর্জাতিক কুটনীতি নিয়ে জ্ঞান দেয়া? কাশ্মীর কীভাবে ভারতের অভ্যন্তরীণ সমস্যা হয়? কাশ্মীর কী ভারতের অংশ? অবশ্যই নয়? সে আবার সার্টিফিকেট দেয় কে সুস্থ বুদ্ধির মানুষ আর কে সুস্থ বুদ্ধির মানুষ নয়। আশ্চর্য কথাই বটে।
হাত পা বেঁধে ক্রসফায়ার নামের বিচার বহির্ভূত হত্যায় বাংলাদেশে যে বাহিনী চ্যাম্পিয়ান সেই বাহিনীর সদস্যরা মানসিকভাবে অসুস্থ এবং অমানুষ। নইলে রাষ্ট্রীয় অস্ত্রধারী বাহিনী হয়ে নিজেই জাজ, জুরি ও জল্লাদ হয়ে ঠাণ্ডা মাথায় খুন করে রাতে কারোরই স্বাভাবিক ঘুম হবার কথা নয়।
কিন্তু প্রশ্ন হচ্ছে র্যাব প্রধান আগ বাড়িয়ে কেন কাশ্মীর সমস্যা নিয়ে বক্তব্য দিতে গেলেন? তিনি কি বাংলাদেশের পক্ষ থেকে আন্তর্জাতিক কূটনীতি নিয়ে কথা বলার দায়িত্বপ্রাপ্ত লোক? না তিনি নন। তবুও তিনি বলেছেন কারণ তিনি ভারতের রাজনীতিবিদদের নজরে পড়তে চান।
বাংলাদেশের সাবেক সেনাপ্রধানের চাকরি থাকবে কি থাকবে না সেটা নিয়ে ভারতের সাবেক রাষ্ট্রপতি প্রণব বাবু শেখ হাসিনার কাছে তদবির করেছিলেন, এই কথা প্রণব বাবু নিজেই তার আত্মজীবনীতে লিখেছেন। প্রণব বাবু সাবেক সেনাপ্রধানকে নিশ্চয়তা দিয়েছিলেন তিনি তার চাকরি থাকার নিশ্চয়তার বিষয়টা বাংলাদেশ সরকারের সাথে আলাপ করে নিশ্চিত করবেন।
র্যাব প্রধান নিশ্চিতভাবেই কাশ্মীরকে ভারতের অভ্যন্তরীণ বিষয় বলে প্রকাশ্যে নিজের ম্যান্ডেটের বাইরে কথা বলে তার ভবিষ্যত ক্যারিয়ার বা পদ প্রাপ্তিতে ভারতের সুনজরে থাকতে চেয়েছেন।
