One year has gone by since Juboleague leader and municipal councillor of Teknaf Ekramul Haque was murdered. The RAB officer who engineered the killing has returned to the army. His crime amounted to a very serious level of human rights violation. Yet, he will keep working in the army, without being punished.
Tanu was murdered inside the military cantonment of Comilla. That killing has remained unsolved. It was alleged that some army officers were behind the abduction of Kalpana Chakma. That case too has remained unsolved. People are afraid to discuss the issue of any crime in which there is a slightest possibility of any army personnel being involved. Has such impunity actually helped the military force in Bangladesh? Are the army personnel deputed to RAB bringing laurels to their parent force?
We have not forgotten that some RAB officers, who were from the army, conducted those ghastly contract killings in Narayanganj and were convicted by a court. As long as army officers will be sent to RAB and be assigned to handle domestic petty crimes they will keep indulging in human rights violations. This is true that people are too scared to raise any voice against crimes when they are committed by the army or RAB men. But, let’s not forget that that these cases are well within the purview of the international courts. International human rights bodies too might intervene in such cases.
There is no doubt that many agencies have tried to hush up the case of the murder of Ekramul. No charge sheet has been filed by the police in the case even one year after the murder. Attempts by Ekramul’s family to file complaint and case have also been resisted. Interestingly, some ministers advised the family not to move the court in the case.
Some thousands have been killed in so-called crossfires in Bangladesh. Only in the case of Ekramul an audio clip revealed how he was shot dead in custody. Yet, it appears, his murderers will not be brought to justice. I wonder how the hapless relatives of thousands of other crossfire victims will get justice now.
It is very hard to bring the killers in these cases to justice in Bangladesh. The international community has to take the responsibility to take up these cases for trial. International human rights organisations will have to intervene to drag the human rights violators- the killers and those who ordered the killings- to the international court.

কক্সবাজারের যুবলীগ নেতা ও কমিশনার একরামুল হকের হত্যাকাণ্ডের এক বছর পূর্ণ হয়েছে। হত্যাকাণ্ডে নেতৃত্ব দেয়া র্যাবের অফিসার সামরিক বাহিনীতে ফিরে গেছে। মানবাধিকার লঙ্ঘন করার মতো গুরুতর অপরাধ সংগঠন করেও সেই সামরিক অফিসারেরা বাংলাদেশের সামরিক বাহিনীতে কাজ করে যাবে।
তনু হত্যাকাণ্ড সংগঠিত হয়েছিলো কুমিল্লা সেনানিবাসের ভেতরে। সেই হত্যাকাণ্ডেরও কোন সুরাহা হয়নি। কল্পনা চাকমা অপহরণের পরে সামরিক বাহিনীর কয়েকজন কর্মকর্তার বিরুদ্ধে অভিযোগ করা হয়। সেই অপহরণেরও কোন সুরাহা হয়নি। সামরিক বাহিনীর ন্যূনতম সম্পর্ক থাকতে পারে এমন অপরাধের বিষয় নিয়ে কেউ কোন আলোচনা করতেই ভয় পায়। এমন ইনপিউনিটি সামরিক বাহিনীর আসলেই কী কোন উপকার করছে? র্যাবে সামরিক বাহিনীর সদস্যদের প্রেষনে প্রেরণ করার ফলে কি সামরিক বাহিনীর সম্মান বেড়েছে?
এই প্রেষণে যাওয়া সামরিক বাহিনীর সদস্যরাই নারায়নগঞ্জের কন্ট্রাক্ট কিলিং করেছিলো। যতদিন র্যাবে সামরিক বাহিনীর সদস্যদের প্রেষনে পাঠানো হবে আর তারা অভ্যন্তরীণ ছিঁচকে অপরাধ দমনের কাজে যুক্ত হবে ততদিন তাদের হাতে মানবাধিকার লঙ্ঘিত হবে। দেশে ভয়ে কেউ কিছু বলবে না, কিন্তু দেশের বাইরেও আন্তর্জাতিক সম্প্রদায় আছে। আন্তর্জাতিক আইন আছে। মানবাধিকার নিয়ে সার্বজনীন ঘোষণা আছে।
একরামুলের হত্যাকাণ্ডও ধামাচাপা দেয়ার সর্বতো চেষ্টা করা হয়েছে। হত্যাকাণ্ডের এক বছর হয়ে গেলেও এখন পর্যন্ত তদন্ত শেষে কোন অভিযোগপত্র দেয়া হয়নি। পরিবারের পক্ষ থেকে মামলা বা অভিযোগ করতে গেলে তাদের মামলা দিতে নিষেধ করা হয়। আশ্চর্যজনকভাবে মন্ত্রীরাই মামলা করতে নিষেধ করেছিল।
হাজার হাজার ক্রস ফায়ারের একজনের হত্যাকান্ডের অডিও ঘটনাচক্রে ফাঁস হয়েছে। সেই হত্যাকাণ্ডের বিচারের যদি এই অবস্থা। তাহলে হাজার হাজার বিচার বহির্ভূত হত্যাকাণ্ডের শিকার হতভাগ্যদের পরিবার কিভাবে বিচার পাবে?
দেশে এই হত্যাকাণ্ডগুলোর বিচার পাওয়া যাবেনা। এই হত্যকাণ্ডের বিচারের দায় আন্তর্জাতিক সম্প্রদায়ের। আন্তর্জাতিক মানবাধিকার সংস্থাগুলো বিষয়টা ভেবে দেখবেন, কীভাবে এই হত্যাকাণ্ডের নির্দেশদাতা আর হত্যাকারীদের আন্তর্জাতিক আদালতে এই জঘন্য মানবাধিকার লংঘনের জন্য বিচারের মুখোমুখি করা যায়।
