The international community should take note of this news.
After joining Rangpur Begum Rokeya University as its vice chancellor on 1 June, 2017, in the past 625 working days, Nazmul Ahsan Kalimullah was present in the campus only for 160 days. It means, he did not attend the university for 465 days, during this period.
In the past months some media reports noted how he skips his duty at the university regularly. But, he is unfazed.
While he is staying away from the university, he is found busy in shooting or acting for movies and working as the chairman of Jateeyo Nirbachan Parjabekkhon Porishod (JANIPOP) or National Election Observation Board. JANIPOP was the main election observer group during the recent general election in Bangladesh. The group deployed 3,842 observers during the election.
Since, Prof Kalimullah is known to be close to the ruling Awami League party, opposition BNP urged the Election Commission (EC) to keep JANIPOP and its chairman away from the election. Prof Kalimullah had campaigned on behalf of an Awami League candidate in a city corporation election in Rangpur. He happens to be the nephew of senior Awami League leader Mohiuddin Khan Alamgir and regularly took part in TV talk show on behalf of the ruling party.
After he campaigned in support of a candidate for a political party Prof Kalimullah cannot be viewed as a neutral election observer. Yet, the EC did not take note of the request or complaint from the BNP on that issue.
When, ahead of the general election, the opposition parties demanded the election be held under a neutral government, he campaigned that a free and fair election would be held under the care of the Awami League-led government. Should the international community accept the certificate that the general election was held in a free and fair manner when it is issued by this election observer?

রংপুরে বেগম রোকেয়া বিশ্ববিদ্যালয়ের উপাচার্য নাজমুল আহসান কলিমউল্লাহ ২০১৭ সালের ১ জুন রোকেয়া বিশ্ববিদ্যালয়ের যোগ দেওয়ার পর থেকে ৬২৫ কার্য দিবসের মধ্যে মাত্র ১৬০ দিন ক্যাম্পাসে ছিলেন। এই হিসেবে তিনি ৬২৫ কার্য দিবসের মধ্যে ৪৬৫ দিনই ক্যাম্পাসে যাননি।
এই আগেও নানা প্রতিবেদন প্রকাশিত হয়েছে কিন্তু উপাচার্য এই বিষয়টা আমলেই নেননি। তিনি যখন বিশ্ববিদ্যালয়ে যাচ্ছেন না, তখন তিনি সিনেমায় অভিনয় করেন এবং জাতীয় নির্বাচন পর্যবেক্ষণ পরিষদের (জানিপপ) চেয়ারম্যানগিরি নিয়ে ব্যস্ত থাকেন দেখা গিয়েছে।
এই জানিপপ ছিলো একাদশ জাতীয় সংসদের তথাকথিত নির্বাচনে সর্বোচ্চ সংখ্যক পর্যবেক্ষক নিয়োগ করা দেশীয় নির্বাচনী পর্যবেক্ষক সংস্থা। ইসির হিসাবমতে জাতীয় নির্বাচন পর্যবেক্ষক পরিষদ (জানিপপ) ৩,৮৪২ জন পর্যবেক্ষক নিয়োগের আবেদন করেছিলো যা ছিলো দেশীয় প্রতিষ্ঠানের মধ্যে সর্বোচ্চ।
তিনি গত রংপুর সিটি নির্বাচনের সময় এক আওয়ামী লীগ নেতার পক্ষে প্রচারণা চালিয়েছেন। এছাড়া বিভিন্ন টকশোতে আওয়ামী লীগের পক্ষে বক্তব্য দিয়ে থাকেন। তিনি আওয়ামী লীগ নেতা মহিউদ্দিন খান আলমগীরের ভাগ্নে।আওয়ামী রাজনীতির সাথে ঘনিষ্ঠতা থাকায় বিএনপি জানিপপ ও এর প্রধান ড. নাজমুল আহসান কলিমউল্লাহকে নির্বাচন পর্যবেক্ষণ থেকে দূরে রাখার অনুরোধ জানিয়েছিলো।
একটি বিশেষ রাজনৈতিক দলের মেয়র প্রার্থীর পক্ষে প্রচারণা চালিয়ে তিনি (ড. নাজমুল আহসান কলিমুল্লাহ) তার নিরপেক্ষতা ভঙ্গ করেছেন। বলাই বাহুল্য বিএনপির এই অভিযোগ ইসি আমলে নেয়নি। যখন বিরোধী রাজনৈতিক দলগুলো নিরপেক্ষ সরকারের অধীনে নির্বাচনের দাবী তুলছিলো তখন এই কলিমুল্লাহ সাহেব দলীয় সরকারের অধীনেই সুষ্ঠু নির্বাচন সম্ভব বলে প্রচারণা চালিয়েছিলেন।
আওয়ামী লীগ যদি এহেন নির্বাচনী পর্যবেক্ষকের নির্বাচনী সার্টিফিকেটের দোহাই দেয় তাহলে কি আন্তর্জাতিক সম্প্রদায়ের সেটায় কান দেয়া উচিত?
